We address the problem of determining whether or not a harmonic oscill
ator has been perturbed by an external force. Quantum detection and es
timation theory has been used in devising optimum measurement scheme a
ccording to the Neyman-Pearson criterion. Detection probability has be
en evaluated for different initial state preparations of oscillator. T
he corresponding lower bounds on minimum detectable perturbation inten
sity has been evaluated and a general bound for random phase perturbat
ion has been also induced.
