Flutter measurement tapes sold to the professional community may conta
in residual levels of time-base errors that are too high to permit acc
urate measurements. This study presents a technique for recording tape
s with very low residual flutter. A recorder with a transport servo sy
stem was used to make high-speed recordings for measurements at standa
rd speeds. The recorder has low inherent flutter, exceeding the manufa
cturer's specifications. The highspeed technique reveals that a signif
icant improvement in the recording of flutter measurement tapes is pos
sible, especially when this method is compared to the common procedure
of recording at the playback velocity.
