Abstract
Public choice scholars state that federal systems are more responsive and efficient than unified ones. In addition, through overlapping unit s, federal systems provide a measure of interjurisdictional equity. Th is research addresses the equity claim and extends the testing of it b eyond previously-examined federal, state, and county roles to the unex amined role of metropolitan districts that overlap cities and suburbs. Services provided by the Metropolitan Milwaukee Sewerage District and the Milwaukee Area Technical College are found to be disparity-reduci ng between the City of Milwaukee and its suburbs.
