Abstract
This article focuses a recent developments in slate Medicaid programs and the role of Section 1115 waivers in this process. The evidence pre sented here demonstrates quite clearly that the states are wing Sectio n 1115 waivers to experiment with a broad range of innovative health-c are service delivery, reimbursement, and eligibility concepts. This ha s allowed the states to reconfigure their Medicaid systems. More impor tant, perhaps, the use of Section 1115 waivers has also increased the rob of the states in the American health-care Policy Process.
