At present the further development of outpatient geriatric rehabilitat
ion is characterized by contradictions. On the one hand the legal basi
s and political statements on this matter emphasize the two principles
/aims ''home care comes before institutional care'' and ''rehabilitati
on comes before nursing care''. On the other hand deficits with regard
to the infrastructure, insufficient cooperation and coordination amon
g the relevant parties as well as the existing payment system for bene
fits provided hinder the realization of these principles/aims. This pa
per does not only describe those barriers in detail but also outlines
framework conditions and specific models which would facilitate the fu
rther positive development of outpatient geriatric rehabilitation.
