Abstract
Estimates of the cost of large-scale carbon sequestration programs are based on normative criteria. In this paper, carbon cost schedules are derived using land use elasticities from an econometric analysis of f orest and agricultural land use. The results indicate that normative a nalyses underestimate the true costs of carbon sequestration programs.
