The paper deals with the problem of designing flexible learning and in
struction, Flexibility is considered both from the learner's and the d
esigner's perspective. The potential of telematics in the design, deve
lopment and implementation of flexible and distance learning is discus
sed, A Method for flexible instructional modules development is presen
ted which aims at assisting the educational designers in the developme
nt of flexible instructional modules, ie, modules, which are easily ad
aptable to different learner's needs, allow learner's choices and diff
erent delivery platforms, including distance delivery, Examples of Met
hod applications and current development of a software system to facil
itate the Method's implementation are reported.
