Abstract
It is the purpose of the present comment to point out that the results presented in [M. Shoucri et al., Physica Scripta 55, 617 (1997)] are relevant to the problem of the effect of a slowly varying transport of guiding centers on the physics of the suppression of turbulence and t ransition from a low how velocity to a high flow velocity at the edge of a plasma.
