Abstract
While welcoming Dowell and Long's contribution we express some doubts about the value of this approach, both on its own terms, and as an adv ance on current human factors methods. In particular we question the a dequacy of its treatment of measurement problems, and of the relations hip between design and other aspects of engineering. We also emphasize the need to develop more effective communication between the two comm unities if such an initiative is to be fruitful.
