Abstract
A modified policy analysis matrix is developed to study the costs and benefits of crop production in Thailand. Government intervention in pr oduction diversification is assessed with alternative indicators of co mparative advantages. It suggests that intervention may be socially un desirable but there are exceptional cases, especially when economic ex ternality exists.
