This paper describes new models for providing housing finance to low-i
ncome households developed over the past 15 years. They have been deve
loped to support a large-scale process of incremental housing developm
ent through loan finance. The paper's introduction having described th
e context, the second section concentrates on NGOs' programmes, the th
ird looks at some of the constraints these programmes have faced, and
the fourth describes programmes initiated or supported by governments.
The final section discusses what we can learn from these government p
rogrammes, and considers future strategies for expanding the provision
of housing finance for low-income groups.
