FINANCES OF UP GOVERNMENT - TOWARDS BANKRUPTCY

The trends in the overall budgetary position of the UP government cr,l d in the pattern of the government's expenditure make it clear that th e state is headed in the direction of bankruptcy. This is ominous for a state whose economic decline is highlighted by the fact that whereas its per capita income was above the national per capita income at the time of independence, now ir is only two-thirds of it.
