Abstract
GOLD mine? As Congress assesses President Clinton's proposed FY1999 re search-funding budget-which includes an 8.4 percent increase for the N ational Institutes of Health-observers are predicting the most generou s final budget figures in recent memory; many caution, however, that o ne of Clinton's key assumptions is dubious and that Congress may want to use a portion of a projected surplus for projects unrelated to scie nce.
