Abstract
In colloquial speech the term ''turbulence'' means any flow with compl icated temporal and spatial dynamics. In contrast, the properties of t hese flows are supposed to be described by models which are based on t he assumption of a precise and very well defined setting. This paper i s an attempt to review the fundamentals of turbulence theory, with emp hasis on non-fully developed turbulence.
