Abstract
Simple technical analysis cannot capture the complex scope of preferen ces or values of society and individuals. However, decision making nee ds to be sustained by formal analysis. The paper describes a policy fr amework which incorporates both technical analysis and aspects of publ ic values. The framework can be used as a decision supporting tool and helps decision makers to make more informed and more transparent deci sions about safety issues. (C) 1998 Elsevier Science Limited.
