Ideal quantum Hall states exhibit a novel off-diagonal long range orde
r which reflects an underlying superconductivity of bosonic charge-flu
x composites. We sketch the extension of these ideas to general quantu
m Hall systems with disorder and show, by explicit numerical computati
on, that Read's version of the ODLRO correctly discriminates between t
he conducting (sigma(xy) = e(2)/h) and insulating (sigma(xy) = 0) phas
es of noninteracting electrons in random potentials confined to the lo
west Landau level.
