Abstract
The charge neutrality of the composite fermion quasiparticles and quas iholes at v = 1/2 is suggested by a recent semiclassical description o f Read. We bring out some nontrivial consequence of this picture such as a simple explanation for the effective mass divergence as v --> 1/2 and also a BCS type of instability at low temperature leading to a '' neutral'' superfluid state.
