THE EFFECTS OF ECONOMIC RESTRUCTURING ON CHINA SYSTEM FOR FINANCING TRANSPORT INFRASTRUCTURE

Since the late 1970s, the Chinese government has introduced new measur es based on a Beneficiary-Pay System for financing transport infrastru cture. In this paper, first we review the changes in the system for fi nancing transport infrastructure over the last 50 years in China and a nalyze the characteristics of the current system. Second, we compare t he Chinese Beneficiary-Pay System with those implemented in the U.S. a nd Japan. Finally, we highlight several problems in the present Chines e system, focusing mainly on the Beneficiary-Pay System, and derive po ssible solutions for them. (C) 1998 Elsevier Science Ltd.
