Abstract
A division of intellectual labor exists between those who are directly involved in policy intervention and those who conceptualize the natur e of societal problems. In this commentary, iris argued that the Two r oles can be complementary From this synthesized perspective, it is obs erved that the field of educational policy is faced with interrelated sets of challenges, producing high-quality conceptual work and ensurin g that paradigmatic ideas are useful for operational purposes.
