A nonuniform electron density distribution is observed in La1-x-yNdySr
xCuO4 and La1-x-yEuySrxCuO4, and long-lived magnetic fluctuations in t
hese compounds are studied. The dynamics of the magnetic fluctuations
depends strongly on the magnetic properties of the rare-earth ions, wh
ich stabilize the low-temperature tetragonal phase. (C) 1998 American
