Besides implementation, the process of monitoring and evaluating of In
tegrated Child Development Scheme (ICDS) also suffers from serious dra
wbacks. Notably, there is lack of timely and effective feedback front
higher to lower levels, large amount of paperwork at all levels. and f
inally, the failure to establish a link between costs and benefits. Fu
rther, there is a danger of indiscriminate expansion of the scheme wit
hout addressing its qualitative aspects. There is a need to revise exi
sting evaluation techniques risen hy the government to assess schemes
like ICDS and such exercises could prove reliable if carried out by ag
encies independent of government.
