Abstract
This study of Saudi Arabia's Consultative Council focuses on the evolu tion and formalization of the Saudi consultative process and the socia l background characteristics of the 90 members of the 1997 Majlis, The analysis reveals that the Saudi kingdom's policy priorities are refle cted in the Majlis's seven functional roles, which are consultative, l egislative, mediational, cooptative, representational, symbolic, and h onorific.
