Abstract
We demonstrate that the Bethe, and therefore the Thomas-Reiche-Kuhn, s um rule is unaffected by the presence of an applied external electroma gnetic field in the exact case. We use the consequence that the first- order perturbation contribution must also vanish to derive a necessary condition for the completeness of computational one-electron basis se ts.
