This paper describes the development of a 525-line progressive scan (5
25P) digital broadcasting system, which provides cost-effective high-p
icture quality service, A 525P digital broadcasting system prototype h
as been realized conforming to the digital broadcasting standard via c
ommunication satellite (CS) in Japan, using Motion Pictures Experts Gr
oup-2 (MPEG-2) video coding technology Main Profile at High-1440 Level
(MP@H14L). This is the first implementation of a realtime MPEG-2 enco
der and an integrated receiver decoder (IRD) for 525P. As an interface
for the 525P encoder; an MPEG-2 multiplexer was developed as weld. Us
ing this system, transmission experiments were conducted via CS and ve
rified technical feasibility of high-quality digital broadcasting serv
ice at the 525P video bit rate of approximately 9 Mbits/sec.
