Persistent current and ''Coulomb blockade'' like oscillations of elect
rons in a mescscopic quantum ring are analyzed within the framework of
the exact Bethe ansatz solutions of two component Luttinger liquid (c
orrelated electron systems and magnetic impurities models). Changes of
the electron number and of the total magnetic moment governed by an e
xternal voltage and magnetic field produce the saw-tooth oscillations
of the ground state mesoscopic energy, similar to the Coulomb blockade
effect. The interference of these oscillations and the Aharonov-Bohm-
Casher (ABC) persistent currents can be observed, e.g. as an initial p
hase shift of the persistent currents. The generalization for multicha
nnel Luttinger liquid case is performed. The recent result of experime
nt on interference effects in mesoscopic semiconductor rings is explai
ned.
