Abstract
This paper determines whether workers are part of the beneficiary grou p when industries receive desired federal legislation. Industry suppor ted legislation does not increase workers' earnings growth, suggesting that workers are not part of the beneficiary group. However, legislat ion opposed by the industry tends to increase earnings growth. (C) 199 8 Elsevier Science B.V.
