A World Bank economist investigates the general question of whether manager
s of former state-owned enterprises in the successor countries of the Sovie
t Union are able to acquire new skills through training. More specifically,
using data on 137 Moldovan enterprises and their managers (all of whom wer
e promoted to their positions prior to transition), he examines the extent
to which manager training is associated with subsequent improvements in the
performance of their enterprises. The findings highlight the importance of
