In the framework of minimal SU(2)(L)XSU(2)(R)XU(1) gauge theory, the c
orrect KM matrix cannot be obtained from the Yukawa section under hori
zontal symmetry for an arbitrarily large value of the top quark mass.
In the following, we will demonstrate that, without horizontal symmetr
y, the KM element V-cb may accommodate a large top quark mass.
