At the time of transformation in Hungary, poverty was one of the most
discussed public questions. This paper focuses mainly on the longitudi
nal aspect of poverty. It describes the development of the poverty fig
ures by the application of different poverty concepts. The dual nature
of poverty is shown with the help of the Hungarian Household Panel. N
amely, during transformation there has been permanent as well as trans
itory poverty. We aim to dispel some of the doubts about poverty mobil
ity. In the last section we identify the structural processes resultin
g in poverty, and portray the different social groups experiencing per
manent and transitory poverty.
