Abstract
Colorado Springs Utilities (CSU) has shown how a strong vision of comp etitiveness can help a utility overcome outdated processes and operati ons. In just one division, reengineered organization and work practice s are saving the utility more than $2 million per year, without a loss in quality. Critical to CSU's success was upper management's steadfas t vision of a new organizational culture. Changing from a traditional hierarchical management to a team environment created wins for the uti lity, its management, staff, and customers.
