Research attesting to the value of active learning has sparked an enor
mous interest in the World Wide Web (WWW) as a means to facilitate suc
h learning. Because the WEB is interactive in nature, educational expe
riences are rapidly being developed using this rich resource. This pap
er describes one such experience, a WEB-based case that provides stude
nts with an opportunity to develop a feasibility study and also encour
ages them to utilize decision-making skills. To present this example,
we describe the case and its development process, unique in its inclus
ion of diverse talents of students, instructional designers, and conte
nt experts. A case study methodology is the means by which we explore
the total process. Included is a survey whereby students ranked sundry
questions. Based upon this study, we conclude that there are numerous
benefits to using the WEB to facilitate active learning. (C) 1998 Els
