Classification of bi-anisotropic media based on the structure of magne
toelectric coupling dyadics is proposed. It appears that the most gene
ral bi-anisotropic media can be modeled as composites of only a few ba
sic idealized elements: for reciprocal materials, these elements are u
niaxial helices and ''hats,'' and in the case of non-reciprocal media,
the fundamental particles are Tellegen elements (coupled electric and
magnetic dipoles). In particular, it is shown that some composites wi
th omega-shaped conductive inclusions embedded in an isotropic dielect
ric matrix can be considered as media with equivalent phantom chiral p
articles. Also, the mechanism is analyzed of the bi-anisotropic materi
al based on magnetostatic-wave resonators.
