This paper provides an overview of the human dimension of program eval
uation and focuses on key evaluation issues in demand-side management
which will require the use of social science research for addressing t
hese issues. As new techniques are developed and perfected, as the res
ults of impact evaluations become more abundant, and as the gap betwee
n technical energy savings potential and realized savings becomes more
visible, research regarding the human dimension of program evaluation
will be crucial.
