Abstract
It is shown that the critical conditions for instability of the charge d free surface of a liquid film with a fixed thickness d in the region where the influence of fluctuational forces is substantial (d< 100 nm ) depend strongly on the wave number and do not depend on the viscosit y of the liquid.
