This article seeks to make a national-economy balance of uncalculated
costs and profits of railway and road transport in the Czech Republic
in 1996. The author calculates government financial help in building r
ailway and road infrastructure, granting unprofitable personal railway
and bus transport (lack of town mass transport), tax concessions give
n to road transport (railways do not receive them), estimated costs fr
om damage to people's health through pollution, noise, and transport a
ccidents from railway and road transport. There are also calculations
of extraordinary profits - what the government obtained from profit of
consumer tax at fuel and road tax. Table N 2 is the result and docume
nts the fact that in the Czech Republic in 1996, road transport costs
are about 12.3 mid. CZK higher than railway transport costs, not inclu
ding non-economic damages and economic damages of a smaller extent. Be
cause these dates are connected with some problems and some smaller da
mages are not calculated, careful interpretation is necessary. Three b
asic directions of a solution to distortion of transport costs in the
Czech Republic are sketched.
