This paper presents the detailed steps involved in building a foundati
on for a high performance work organization. The steps are a part of a
comprehensive model of the organizational change process. The model w
as developed within the context of manufacturing organizations but is
considered to be applicable to a wide range of organizational sectors
and organizational changes such as TQM or reengineering or teams. Whil
e only the front end of the Organization Change Process Model is prese
nted, it is this foundation for building a high performance organizati
on that is often give short shrift by managers anxious to change their
organizations rapidly and it is their inattention to the foundation t
hat is often the cause of the failure of their change initiatives.
