Abstract
The slope of the generalized oscillator strength in the limit as the m omentum transfer, K, approaches zero contains information concerning t he probability of certain nondipole transitions in atoms and molecules . Sum rules and bounds are explored in an attempt to interpret experim entally derived slopes in terms of the underlying physical processes.
