Coherent scattering of laser radiation by a moving random surface was
investigated. Fluctuations of the scattered-radiation power were recor
ded in field experiments and were used to calculate the velocity of ex
tremal points on the random surface. It was found that the distributio
n of velocities of these extremal points was close to a direction isot
ropic relative to the average velocity vector. The results obtained we
re compared with theoretical estimates for a Gaussian model of the sur
face.
