The determinants of employer-funded training are examined for 1984, 19
89 and 1994, using data from the Labour Force Surveys of the United Ki
ngdom. Legit regressions for each year are estimated for male and fema
le full-time employees. Time-wise decompositions of the estimates sugg
est that the majority of the training growth over the period 1984-89 w
as attributable to changes in the demand for skilled labour by employe
rs, rather than underlying changes in workforce characteristics. The o
pposite was found to be true for the period 1989 to 1994, with the (sm
aller) increase in training driven by changes in workforce characteris
tics.
