We report the results of first experimental and theoretical studies of
two-dimensional (2D) Wigner solid (WS) motion on the free surface of
normal and superfluid He-3, at ultra-low temperatures down to 0.24 mK.
It is shown that the WS transport is determined thoroughly by the bul
k Fermi-quasiparticle scattering at the surface dimple sublattice prod
uced by localized electrons. Besides interesting electronic properties
of the system, the 2D WS serves as a powerful probe for the bulk prop
