The 1 m long and 1 m outer diameter chamber consists of 42 layers. The
chamber is based on a cell of the jet type with drift distance of 30
mm. The measurements of the spatial resolution and the aging tests wer
e performed with DME gas on prototypes. The resolution averaged over t
he drift distance has a value of 45 mu m. The relative gain drop is eq
ual to 45%/(C/cm). The design and construction of the chamber, the gas
system, the laser calibration system and first results of the cosmic-
