Abstract
Practical experience, wisdom, and research have identified the kind an d quality of staff as well as the hiring and retention practices of st aff to be critical indicators of the effectiveness of social service p rograms. Reports on staffing issues from seven diverse settings and pr ograms working to prevent and treat alcohol, tobacco, and other drug u se in pregnant women and women of childbearing age should be of signif icant value to other programs providing services to women.
