Abstract
The quark and gluon content of the Pomeron and the notion of a Pomeron structure function is discussed. The Pomeron is argued to be a small object and, as a consequence, small-x gluon recombination effects coul d be sizeable. Ways to measure the Pomeron parton densities in ppBAR a nd ep collisions are presented.
