We propose a model in which the state with anomalously high conductivi
ty observed in some low-coordinated semiconductors and polymers when t
he temperature of the surrounding medium is T-0 approximate to 300 K,
is described by the theory of the superconducting properties of a syst
em of localized electron pairs. The superconducting properties of the
model are determined by transport along a bipolaron band formed by loc
alized pairs of carriers belonging to U- centers, i.e., intrinsic defe
cts with a negative effective correlation energy. (C) 1998 American In
