Absolute yields of negative ions and secondary electrons resulting fro
m positive ions impacting a stainless steel surface have been determin
ed as a function of the impact energy. The surface conditions range fr
om those commonly found in situ for discharge electrodes to a surface
free of any adsorbate. The implications of these findings to discharge
