The aim of this investigation is to establish in the case of DC field
or low frequency field the role of conductivities of both suspending l
iquid and particles in the electrorheological (ER) effect. We approach
the problem in considering the case sigma S < sigma(L) and the case s
igma S > sigma(L). For sigma(S) > sigma(L) we estimate an upper limit
for sigma(S) to obtain stable chains. We also investigate the question
of the transition between a behaviour determined by the conductivitie
s of the constituents and the behaviour determined by their permittivi
ties.
