In the Federal Republic of Germany the Federal Government and the fede
ral states 'Bundeslander' are both responsible for implementation and
execution of Regulation (EEC) 2078/92. During the first five-year peri
od 1993 to 1998 the regional implementation of the regulation and the
different ways of financing have led to a high diversity of measures,
conditions and premiums in the 'Lander'. Intraregional differences in
selected extensification procedures as well as other interregional dif
ferences described in this article give some indications for differenc
es in promotion practice. The results are: We have a high variation of
premium levels for the same or similar measures in different federal
states. This becomes apparent in extensification procedures like organ
ic farming, integrated control farming and promotion of renunciation o
f fertilizer and pesticedes on arable land and permanent crops as well
as promotion of extensification of grassland. Differences exist in pr
ocedures of promoting the introduction and maintenance of measures. Th
ese differences result from broad mix of significant factores and infl
uencing regional competitive conditions. Furthermore, results show sig
nificant differences in the premium level for certain measures which p
otentially compete with one another. These are illustrated by a compar
ison of organic farming, integrated control farming and promotion of r
enunciation procedures. Results on intra- and interregional difference
s in the premium level make clear that priorities with regard to same
or similar measures are different in the federal states and it cannot
be excluded that differences may have distortional impacts even on com
petition of farmers within different regions. The future will show whi
ch adaption steps the federal states are doing well in the next promot
ion period.
