We propose a mechanism that can explain the large B(B-->X(s)eta')appro
ximate to 10(-3) observed by CLEO. In this mechanism, eta' is produced
by the fusion of two gluons: one from the QCD penguin diagram b-->sg
and the other one emitted by the light quark inside the B meson. The i
nclusive decay rate which is calculated via the factorization assumpti
on can easily account for the observed branching ratio. We also estima
te the exclusive branching ratio B(B-->K eta')=7.0X10(-5) which is in
good agreement with the experimental data and present our prediction f
or the K mode B(B-->K*eta')=3.4X10(-5). [S0556-2821(98)05213-8].
