We solve the one-dimensional diffusion equation of nucleons and mesons
in the atmosphere using the semigroup theory. We show that the genera
l solutions become simplified expressions when we assume a power-law d
ependence on energy for the pair inelastic cross section, sigma = sigm
a(0)E(a) and for the primary energy spectrum, N0E-(gamma+1). Our solut
ion is compared with the hadron fluxes of emulsion chamber data: we En
d a good consistency with an average inelasticity around 0.63, with th
e best fit of the coefficient a = 0.06.
