With the assistance of the executive budget movement governors came to
dominate the state appropriations process by the 1950s. In this artic
le we maintain that parity between governors and legislatures has repl
aced that dominance. We discuss four factors that have promoted the en
d of gubernatorial dominance and examine the consequences of this new
equality. Our data derive from a survey conducted in 1994 of chief leg
islative and executive budget officials in the states.
